There is no issue with people receiving PMs. Even those few who cannot initiate a PM can receive them from others and respond to them.

If someone isn't responding you could always start a thread with their handle to catch their attention. If they respond to it then you can try to switch to PMs, or if they don't work, exhange email addresses.

Contrary to what it says, there is not email notification of a PM. There have been some new people that did not know where to find a PM.
