I bought some old gamegetter 1918 arrows and each box had one of these in it. It a canvas material and tapers from top to bottom. I have been shooting since 1970 and I have never seen this. Any ideas

Looks like a home made geezelflexit. The thoughtful archer of the day would make things for himself that he couldn't buy commercially. It may well be a goozelflurpit also.
