Try an 1816 to start; either 100 or 125 grain points.
600 if carbons.
If you want to cut it any closer than that, we need to know make and model of the bow, what kind of string you’re shooting, how thick your strike plate is, and whether you shoot with your tongue in your mouth or out.

Depends on how the arrow shelf is cut (proud of, to or past center), the type of string, (dacron or low stretch) diameter of the arrow, desired point weight, draw length, etc. Could be anything from 40# to 70# depending on those factors. Provide that information and we can take an educated guess.

What Orion said.
You can certain;y get a 45# spine to work as well as anything but it may take more tuning of the bow thatn you are willing to do.

I agree with almost everything. BUT... if you choose carbon, get the desired point weight and arrow length out of your mind. Let the set up tell you what's needed.
Start with a full length shaft. Once you get a reading your positive is weak or stiff, you can cut a little or add weight and get closer to a point weight that might meet your broadhead weight.

Too many variables for just 45# @ 28". I like my arrows all the same length and pretty much a known tip weight, so if I choose a carbon, it will be based on what I want and the bow can be tuned to it. There are many ways to accomplish getting what you want.
I have yet to find carbons with enough inherent mass for what I like in an arrow. I sold all of mine to Bobo...for $19.99 for a barrel full. ;)
