I suspect the holes are for measuring shaft diameters, i.e. 5/16 and 11/32. I have a serious of holes drilled to measure my tapering efforts, kind of like a go no-go.

My guess is that Boxcall's was used for fishing. Sharpening a filet knife and having a beer while cleaning fish??? Ruler to measure fish??
