Wrap the entire loop too or just the portion of the bottom of the loop and string section that ‘sits’ or bears against the recurve limb tips?

Strictly up to you.
If you wrap the loop make sure that it doesn't make the diameter the loop so large that it won't seat in the string notches well.
Personally on the rare occassions that I wrap a string I only wrap the section below the loop for about 4".

I wrap with very thin wool from the base of the loop to an inch past the spot where the string contacts the limb groove.

I wrapped the entire loop on my Caribow and it made a dramatic difference in noise. I did the same on my Saluki... similar results - bow got REALLY quiet. Good luck. Jar

Doesn't need to be the whole string groove. Just the 2 to 3 inches where the string slap actually happens - see pic.

NO! Rookey move. A proper string has been made with extra dacron pads in the loops. They are very quiet. My recurves are as quiet as longbows.
