On my next set I was thinking of using the reflective spray paint on top of a base coat then clear on top Anyone have experience with it?

I just use reflective tape from the car section of Walmart comes in white and red

The tape really lights up when an LED light hits it.

I also use the white and red reflective tape. You won't lose an arrow unless it's buried under the leaves.

I have reflective wraps on some arrows. Not as messy as paint

I use the tape between nock and feathers. As stated, it lights up really well with a good light.

since this set will be wood arrows I wanted to get away from the tape or the wraps.

I guess the answer to your question is "No"... but I'm looking forward to seeing a picture of your arrows after you use the paint making them. :) It should work very well. I have used spray paint when making arrows with fluorescent orange or yellow crowns. It worked very well.

Arrow wraps cost way more than tape at the hardware. All that's needed is 1/2". I also made 25-30 wire reflectors I wrap on limbs at night while tracking. Lose the trail? Shine the light back where you came from and it points you in the right direction. Way better than TP.

I use white reflective wraps. Has helped me find several arrows. A quiver full of arrows really lights up . I’ve hung my quiver at my tree in predawn darkness while hanging a scent rag nearby, it really helps you find your stand tree easily

Only one way to find out man. Give it a whirl. I like the reflective tape though. It works great. On evening hunts, when a critter blasts off with your arrow- the reflective tape can make tracking a WHOLE lot easier. Find the arrow- and the blood won’t be far away.
