I've seen several Al Gean bows over the past few years on eBay, and they all have that SoCal look to them. I don't know if he made his own bows, or if they were made by Gordon or FASCO and then just had his sticker applied. The handwriting on the serial number looks just like the writing I've seen on some FASCO's and also on a Fleetwood from that same era.

...don't know about the bow, but two really badly written characters can be read either "Junko" "Nobuko" or "Yoriko"... all pretty standard Japanese Female name.

could have been owned by 2nd/3rd generation Japanese-american female at one point.
