Can paper tuning arrows be dated back to have started at a certain time, culture, people or person?

I've paper tuned before but I usally just bare shaft now.I wonder which method is the oldest?I would think bare shaft but dont know.First time I ever heard of either one was when someone gave me a book about tuning bows from easton.That was probably 20yr ago,but I'm sure that they both are older than that.Interesting question though..

I may have missed it, but never saw or heard of paper tuning until the more high tech, and cut past center compounds started hitting the market.
