Can paper tuning arrows be dated back to have started at a certain time, culture, people or person?

I've paper tuned before but I usally just bare shaft now.I wonder which method is the oldest?I would think bare shaft but dont know.First time I ever heard of either one was when someone gave me a book about tuning bows from easton. That was probably 20yr ago,but I'm sure that they both are older than that.Interesting question though..

I may have missed it, but never saw or heard of paper tuning until the more high tech, and cut past center compounds started hitting the market.

Were you under the impression that the Egyptians created papyrus for writing? Some of us are pretty naive!!!
